That's not the way I see it. If anything if she didn't freak out I would have found it jarringly OOC. She's only developed enough that all the little things that bothered her before don't bother her as much anymore. It takes a big, BIG screw up like Starlight's (in her mind) to get her going.

Besides, even I thought for a minute that Starlight was gonna get punished for such a stunt. Heck, the first thing I thought right after Starlight switched their cutie marks was, "1 million years dungeon!" and it looked like Celestia and Luna would sentence her to just that for a minute.

What's so bad about her worrying in this case? She herself wouldn't have solved this problem. Her respect for Celestia and fear of consequences would prevent her from ever confronting her. We're talking about a situation that can lead to NMM situation but at least two times worse. How is that not worriesome? To Twilight of all ponies this is the ultimate responsibility and she can't even act on it, and who knows if she'd be able to. Starlight's solution could've very well resulted in an apocalyptic scenario if it failed and Twilight always accounts for the worst possible outcome.
