I've always felt that in a story like this, where a concept simply doesn't exist in a culture, the ignorant one, when confronted with a word they are not used to (assuming they're speaking the same language), should respond with trying to decipher the word instead of just saying "what does that mean?", the character would first decipher the words root, which in this case is the Latin "religare" to bind, and trying to figure out its meaning from this and it's context, and having the appropriate reaction, and then asking what it means.
Granted, this only works with certain characters but in this case I think it's appropriate.

There's an old poem about this sort of thing but i cant remember what it's called or how it goes exactly, only that it's meaning stuck with me.

It's not just the wordplay. It's the implications. When the ponies use their equivalent of the word "anthropomorphize," that carries with it a lot of implications, bad ones: "he's not like us" "he doesn't think the way we do" "he's some kind of dangerous monster or beast and we have to treat him as a threat" "his mind is alien and incomprehensible" etc.

There's two parts to that.

1) Persistence hunting. Which is a motherfucking bitch of a way to hunt. You literally jog after a gazzell until it's too exhausted to run any more. Pre-stone age tactic.

2) Mobility. Moving around let us deal with droughts, follow herds, and get the fuck away from angry neighbors.

But that quote is right on the mark. There's a damn good argument that our weirdly ill-equiped place in the ecological niche forced us to develop intelligence as a substitute. Dinosaurs were around a LOT longer than we, but we're not digging up cyberlimbed T-rexes most likely because they simply never had the need to develop it.

The economic argument is a fallacy. It was thought prior to WW1 that war was impossible because the powers were too interdependent on world trade.

The real reason is nukes. War hasn't been confined to battlefields for about a hundred years. War can come to the home front, and nukes make that threat existential. The great powers will fight lesser countries until the cows come home. But other great powers that have nukes? Better just fund third world countries to fight their troops while they find others to fight ours.

Because although remote, the possibility exists of firing a nuke and making it look like another country did it or simply making it impossible to know for certain.
Having a "I'll target everyone if i dont know who did it." policy serves as a safeguard against that sort of trickery.

Isreal has something similar, but it's more of a general "If we're close to or about to die we have nukes targeted on all your population centers" policy.

Still not "everyone." I find it implausible that if nuclear attacks were made on the US, the US would attack France and the UK rather than Russia and China. France and the UK have nuclear arsenals of their own, and have for many decades, but when I try to think of circumstances under which they would launch them at the US, I come up empty. You've been reading agitprop from Seymour Hersh, who claimed he was quoting Menachem Begin when he said Israeli nuclear deterrence policy was based on being "like a rabid dog, too dangerous to approach." Which is fucking stupid, because rabid dogs get hunted down and killed--they're too dangerous to let live. He claimed the Israelis have a plan to target Western European cities in the event of a nuclear attack by Iran, which would be retarded. The most credible estimates, to me, of Israel's nuclear arsenal is that it's on par with that of France or Britain--approximately 200 warheads, total, 80-90% of them low-yield tactical nukes for battlefield use. They don't HAVE enough of the big city-busters to lob warheads indiscriminately at London and Paris and Rome, not when they would be (presumably) retaliating against an attack from Iran or a nuclear-armed Syria or Libya, both of which had rather extensive and well-funded nuclear weapons programs until Saddam Hussein got made an example of. They've got enough to hit the big and medium-sized cities in Iran and send their economy back to the Stone Age, with a handful left over to make sure of Mecca and Medina too (because, wouldn't you?). They are a regional power, not a nuclear superpower. When you have thousands of city-busters instead of a handful then maybe you can start thinking about low-probability, low-priority stuff, but again, why would France attack the US?
