Up until Spoiled Rich's appearance in CotLM, we had no reason to expect that DT's mom was even alive, much less that she was the root of all her daghter's problems.
Filthy Rich was seen or heard from in five episodes before CotLM; the absence of his wife from all of those appearances gave the impression that, for whatever reason, she wasn't a big part of his and his daghter's lives.
For her to just show up and retroactively be this big important figure in DT's life, just in time for the problems she caused to be solved ten minutes later, is lazy hackwork.
AKR couldn't be bothered to come up with a redemption story that fit the characters, so she made the characters fit the story.
