What do you mean none of them are growing? The CMC were physically not born at the time that Spike was born. That directly implies that they grew into the ages they are now, and that Spike aged slower to match them.

Physically doesn't mean anything when you can change your size by greed. And the show has already proven that size/age doesn't mean maturity/wisdom with dragons.

Then you have to consider that Spike is a dragon we have no comparison for and could have his only set of rules. Dragons in general don't seem to have a cut off point like ponies with childhood: we know the CMC go to school need watching over, than you have some like Ember who's a runt like Spike, with her dad and has to defer to him, but becomes Dragon lord and an equal to Twilight in conversing.

And let's not get started on how the viewing on Throax has change when he got taller.

Assuming you mean aging in the sense of "maturing", then all of them? I'm no expert but I don't think how long you live is related to how fast you pick stuff up.

If you mean aging in the sense of growing old and dieing, obviously that's innately related to how long you live in the real world but it is not in most fantasy settings. Like most immortal or otherwise long lived beings (dragons in particular come to mind) don't "decay" in a sensible fashion but just keep being sharp minded and physically fit unless a story demands otherwise

just for a quick example, horses live until about 30 and can breed a little after age 1, dogs live to about 15 and generally go into heat around 6-12 months, then you got humans that live for about 70-80 years and cant really breed until age 12 or so, or safely around maybe 15.

point is your physical age and maturity largely depends on how long you will live. since dragons live for thousands of years their age and maturity progress is spread out similarly.
