You cans probably find vinyl figures or a 4DE plush for about that range. Note the 4th Dimension Entertainment plush toys are small and stuffed hard so they stand up.

Maybe up your budget and pick one nice figure to sit on the desk or shelf. Better to have one or two really nice pieces than an overflowing spaghetti load of cheap stuff.
