Given that there is no ending to this game, "all the way through" would be a good trick.

That said, Celestia's managed a nation for 1,000 years. Keeping together an alliance or even bloc of alliances would be not trouble for her; she'd easily keep pace with the game's best strategists. Dunno how good a Fleet Commander she'd be, though - that's a difference skillset.
