Not him, but that doesn't explain why Shimmer is in high school when she wasn't originally from that world. Is time 100 times slower? Does time regress? Or the most likely answer, the writers didn't care, and just wanted to use a high school setting.

It's a symbolic world you see. It doesn't follow concepts of age. It's a mirror world for a reason. It's a closed off dimention, an artifictial plane if you will. It's loosely constructed around reflecting the pony world, so positions of power in school are reflected similarily. You can argue that Twilight is a princess too, but she's a fairly new one and she's not more powerful than before, so she gets transported as a "student" just like Shimmer. Cheerily is a teacher, so that translates to that world perfectly. Celestia and Luna are on the top, so they get to be principals.
