Anything can be justified as roleplaying in the third-person perspective. You might as well ask if a writer's book is all roleplaying.
Typically by definition of what RP is, it's passable as a form of RP because it's about a story. Not even the mods want to see a thread where each Anon is just booping eachother's nose or some fucking deviant-art tier shit.
