As misguided and idiotic Miller is, I don't think he's the reason the show is shit.

There was a podcast a while back where Larson explained a bit about the story editing process and how episodes come to be. The way he talked, the story editor had the most power and say in the stories that made it and which ones didn't. Not to mention by nature of the job, the story editor is the one who's going to have the power to manage how the writers portray every character.

Larson specifically said that the Amending Fences episode idea was shot down in previous seasons but he specifically jumped at the opportunity to both approve it and write it himself.

The reason the show is shit is because all of the people who worked in the writer's room for years are gone. These people attended conventions, connected with fans, and got excited about their jobs. Now without them and just new writers coming in and getting their paycheck. We have is the story editor going "Oh, well you're new, here's a basic easy episode to let you get a grasp of the characters." Which leads to endless generic bland episodes that don't even remotely provide anything interesting or new to the series.

Hasbro fucked up by not keeping a tight hold on the old crew members.

He's powerful enough to block or at least question dumb ideas or deviations from the original heart of the series. Guess what: he has never opposed to anyting and in fact, he was one of the faggots behind Starlight Glimmer's introduction and show take over.

I don't think he's trying to sabotage the series, but what I DO believe is that Jim is a completely worthless editor and director when he's doing stuff on his own: remember that back then we had Faust and Renzetti trying their best to keep things railed and even Larson has commented about how chaotic things turned after they both left.

tl:dr: Jim is simply not suited for the job and it shows.
