I think it's more common for people who visit brony forums. I imagine that it started with a few people who wanted an avatar that was unique and recognizable, but at the same time fit the theme of "pony". And once that becomes the norm it creates an environment where everyone who joins sees everyone else with an OC and thinks "well I guess that's just what you're supposed to do" and make one without thinking why.

'round these parts OCs are less common, but the ones that do exist generally are made with a story in mind, or for some kind of RPG campaign.
