If she is, she's one by necessity. Despite the whole friendship shtick, the ponies are xenophobic, they wouldn't get anywhere if their governing body was made up of individuals from each of the pony tribes since they'd all be acting in the interests of their own species. What they have now works because Celestia isn't any single kind of pony. She's a unifying figurehead and probably all that prevents the three tribes from falling back to their old squabbles.
