Because you can't liberate garbage. If you take trash out of the can you are not setting them free you are just making a mess. If she had removed the dictator a bloody civil war would have erupted. If she annexed those territories, equestria would have been flooded with illegal immigrants becoming unemployed fucks living on welfare paid by the tax of hard working ponies, who are actual productive members of society.

If you were in Equestria, what would you do if you found out that there was a horrible dictatorship outside of Equestria that Celestia was ignoring? Would you protest? Petition? Argue with the other princesses about it? Or with other nations-would you go talk to the Minotaurs about it? Would you even take more direct action?

Or would you ignore it and live in your Equestrian Eden?

I mean, there are horrible dictatorships that exist right now that I have no trouble ignoring because I live in relative Eden. Being in Equestria would make me ignore a lot of awful shit that might be going on.

Plus, as someone mentioned above, it's Celestia's job to protect Equestria, not the entire world. Declaring war that could potentially injure or kill hundreds of ponies for no reason other than 'we gotta beat the bad guy' is stupid.
