I know for a fact that Meghan was scheduled to write the season 5 premiere and created Glimmer, but stopped half way through after she began writing the movie. After that, Scott overtook the premier and soon after that he left the show and Larson (who was story editor at this point) had to pick up the pieces of the season 5 premiere and fix it into a cohesive story.

As for the finale, Meghan was still the show runner during season 5 and the show runner is the person who makes these sorts of decisions. Josh didn't want to reform Glimmer and when Neghan left the show and he had to take over he had no idea what to do with her.

Meghan was Glimmer's baby that she didn't get the chance to properly develop.
