So there is a new trend among fillies and teenage girls. It's about trimming a tail so short it matches the lenght of the dock. In result, their very short tails can't block the view of the private parts.
You're Anon, a human with a huge tent under your pants scrunching hard, since you're standing in a line to the grocery stand and just before you there is that yellow filly. Short tails are the style for teens and children, but it's a trade off. They know how obvious a damaged tush will look without a substantial tail covering it. They are in effect making a bet that they won't be naughty and get spanked in the near future.

A bet which they usually lose

I'd like to see that happen. We see Ivory 20-some years later (still tanning miscreant butts) in another story I wrote, but I think there's lots of untapped potential in the whole Judicial genre.

None of it is gratuitous...it's one passage in the whole story meant to establish that Equestrian 'justice' was once cruel & medieval but Celestia reformed it.
Furthermore, I've written the exact same headcanon into at least 3 other stories.

Well, don't expect too many surprises. This story is more of a case-study on how a typical Canterlot JP goes down. Maybe if others try their hand at the genre we can get some twists and unexpected turns. This is just the base line.

Hours later, Sergeant Ivory Lance stood in the main punishment room waiting for his two assistants to arrive with the prisoner. Already the witnesses were in their places; the Court Officer to his right, the Doctor standing near the front of the flogging frame, where Juniper Jewel's head would be.
Juniper's court-appointed defense attorney and the independent observer from Amnesty Equestria sat together in the front row of seats, behind them sat Sergeant Major Cannonade. He wasn't required to attend every flogging, but since this was Ivory Lance's first time he was there to watch. No other witnesses had opted to attend.

It was the civil rights observer who first noticed the approach of the assistants and their prisoner. His ears perked up as he heard their hooves on the old stone floor; everyone noticed that so it was no surprise when the door slowly swung open.

Juniper Jewel stood between her two guards. She seemed relaxed and brave as she looked around the room, seeing all the ponies she'd been told to expect. But as her eyes scanned the chamber they reached the wooden flogging frame. She gasped.
>"Oh my goodness..."
Up to this moment her doom had all been in the future but the instant she saw the sturdy wooden apparatus it all became very real. This was happening right now.

The Court Officer spoke up.
>"Bring the prisoner forward."
But Juniper stumbled, taking a nervous step backward. She bumped into the armored flanks of her guards though; they had angled their rumps to cut off any ill-advised escape dashes.
The trembling filly forced herself to do as she was told, taking short, tentative steps into the chamber until she stood in front of the Court Officer and the dreaded flogging frame.

Juniper had been told not to answer herself. Instead her lawyer spoke for her;

Satisfied, the Court Officer motioned toward the flogging frame.
>"Very good. Guards, you may execute the sentence."

Juniper whimpered a little, but allowed the two assistants to lead her forward. As she passed Ivory she gave him a desperate glance. He'd been nice to her earlier, and just seeing him there calmed her down a little...even if he'd be the one whipping her behind in a few minutes.

The two troopers scooped up Juniper's front hooves and set them down on the wooden frame. Without giving her any time to object or back out they lifted her by the hips, sliding her forward into position on the wooden rack. The filly kicked her back hooves a little; unable to reach the floor she felt vulnerable and helpless.
>"Please keep still, Miss."
The two guards were polite as they strapped her down; first her front fetlocks, then one heavy padded belt around her mid-section. Her legs were last; they tightened buckles around Juniper's thighs, just under her rump, then finally her rear fetlocks.
She tried to squirm a bit, but gulped in fear to find she could not move.

Sergeant Ivory Lance watched his two assistants secure the prisoner down to the punishment frame. This was a role he had filled twice before but he did not interfere with their work. Instead he turned away and prepared the instrument of discipline.

The regulation strap was thick, heavy leather, two and a half inches wide. It was doubled over with both loose ends locked into a wooden handle. There was careful consideration put into its design; the leather was thick enough that it took tremendous force to flatten it out fully...more force than would ever be used during a judicial punishment. This way the end was self cushioning. It had no loose tip to strike like a whip and therefore did not risk breaking the skin. Even the edges of the leather strap had been carefully sanded to ensure no sharp edges would injure the unlucky prisoner.

As an Earth pony, Ivory Lance held the wooden handle with his hoof and a leather lanyard around his fetlock. Unicorns often preferred to use their magic but they all had training to keep their blows uniform. Everything in the Royal Guard was carefully regulated.

With a nod he checked all the straps, finding them snug and satisfactory. Her tail was safely tied out of the way. There was nothing to wait for now. The Court Officer had given the go-ahead...the prisoner was ready. Every pony in the room was silent, save for an occasional sniffle or whimper from the prisoner. Following the training he'd received and the practice runs he'd done, Ivory Lance got down to business. He took up position behind the flogging frame, drew back the strap and delivered the first...
*WHACK*

Juniper Jewel's whole body tried to jump forward when the strap smacked her rump, but she could not move an inch. She was still panting, in disbelief of how much that first one had hurt when the second lash fell.

That one felt even worse than the first. Panic entered Juniper's brain. This was just the second blow...'no, no, I can't take 30 of these!' Tears were already flowing from her eyes.

The shoplifter howled but Ivory Lance kept up his steady, measured pace. One lash every 3 seconds...he'd practiced it enough that you could set a watch by it.
He had a view of the young mare's privates, which quivered violently between blows...he was careful to keep his aim lower, at the chubbier part of her rump.

It was hard not to feel sympathy for the bawling filly in front of him. Earlier today she'd seemed genuinely contrite and sorry for her crime but now she had to suffer for it. Ivory had to put that out of his mind. This was the Court's decision and Celestia's law; he was just the government functionary appointed to carry it out.

It didn't matter to Ivory if poor Juniper thought she could take it or not. He had a job to perform. She'd done the crime and now she had to suffer the consequences.

The Court Officer gave the signal for 10. Up to this point Sergeant Lance had delivered all his blows to the same area at the chubby base of the prisoner's rump. As per his training it was time to vary his aim a bit.
Careful not to catch her sensitive exposed privates, Ivory let the next lash fall higher up. The instant it hit he knew it was no good.
*SPLAT*
He'd been too careful...that wasn't nearly hard enough to satisfy the Court Officer, who shook her head. That one had to be re-done.

Juniper's reaction let him know he'd gotten it right that time.

By number 19 Juniper Jewel was a sobbing, miserable mess. With each smack the strap added new fire to her already burning rear-end...no prize or thrill that shoplifting could provide was worth this agony. In-between blows she made sobbing promises to herself never to be so foolish again. When the strap landed all she could do was shriek.

Ivory Lance had been order to repeat 2 blows so far...the eleventh was too soft and the seventeenth only struck one cheek. It frustrated him not to be perfect...experienced guards could deliver a flawless, drama-free punishment with no repeat strokes but this was just his first time. His boss had told him no pony gets it perfect on the first try.

*WHACK*
He got the signal for 20.
>Just 10 more to go, girl...stay strong.
Of course Ivory said nothing out loud. It was not his job to take sides here, just chastise the trembling rump in front of him.

Her cries trailed off now, weaker than when the punishment had started. Juniper sounded less shocked at every lash, more contrite and mournful.

But then Ivory under-estimated how tired he was getting. He wobbled and missed his aim badly. A hard lash fell way too low, across the back of Juniper's legs.

She did not scream, she just gasped. It had been a mistake and hurt MUCH more than any of the carefully delivered blows before it.

She panted in agony. Ivory felt genuinely bad about the error, but knew it wouldn't be his decision whether or not to stop. In the pause the Doctor gave Juniper a quick look over...he nodded to confirm that she'd be fine.
Ivory Lance looked to the Court Officer, who was considering whether it should be counted. Technically it was not a proper lash...but it had clearly hurt so much that she consented to count it as official. Ivory was glad he didn't have to repeat that one.

Only a few more to go; but Juniper was beyond counting. She wasn't thinking of anything but the end...hoping and praying that each blow would be the last one.

Ivory ignored the ache in his arm and gave each blow carefully, as perfectly as he could.

And he waited. Everyone in the room was silent except for Juniper Jewel, still whimpering & sobbing. At last the Court Officer announced what every pony was waiting for.

That was all. The other ponies went about their work.
The assistants untied their prisoner.
The civil rights observer signed his report.
The Doctor gave Juniper a final check-up.
Ivory Lance took the lanyard off his wrist and put the strap away in its box.

With a degree of formality the Court Officer presented Sergeant Ivory Lance with a small bag.
50 bits. The traditional pay for a pony tasked to deliver a flogging. From that he dispensed 10 bits to each of his assistants...that too was an old tradition. They all got their regular pay from the military but this custom had been honored since the early years of Celestia's reign...supposedly to discourage guards from accepting bribes from prisoners to lighten their punishment. At least that's how the legend went.

The assistants led Juniper away. They had a stretcher in case she was too wobbly to walk, but the filly seemed okay apart from her painfully swollen rump. She was legally free to go now but most ponies spent a few hours in a comfortable recovery room.
Before she was led away, Juniper paused and gave Ivory a shy smile that seemed to convey;

A few hours later, after completing his paperwork (it was the military; there was ALWAYS paperwork) Ivory Lance trotted down to the recovery room to see if Juniper had left yet.

KK's recent story was good. The setup for how consent was revoked seemed a bit contrived, even though non-consensual consent is one of my favorite areas. Yep, recently I've been more active in that program.
I've been using it since 2013 . The drawing tools there are simplistic. And I'm used to them by now.
The only downside is that it got a very limited canvas 900x540 pixels.
And usually we don't like to hog the entire canvas for a drawing. Cause there are other people there too and they might need a space.

Twilight Sparkle was the top student in the Sophomore class at Crystal Prep.
Some of the more advanced Sophomores were allowed to take Junior-level classes...but she was the only one taking Senior classes already.
So she should have been a star, right?
A shining beacon of what it meant to be a student at the Crystal Preparatory Academy...popular and respected by her peers. One who truly lived up to CPA's sterling reputation.

No...she was a dork.
A geek.
An egghead.

She'd heard them all. Sometimes in cruel whispers in the hallways. Sometimes when she was sitting alone in the lunch room. Sometimes when she was hanging by her underwear in the girls' locker room.
It seemed like the only time Twilight was valued was when the school had an academic competition to win. Then she was drafted into whatever team was going forth to do battle with another school. She was never asked if she wanted to play...she was told that the consequences would be dire if Crystal Prep lost. So she added contest preparation to her already grueling study schedule.
Inevitably Crystal Prep always won, but when they did it was others who hoisted the trophy and accepted the cheers of their classmates. Twilight Sparkle was tossed back into the dweeb pool until she was needed again.

So it was in books that Twilight took solace. She spent every spare minute in the school's expansive library, and when she was chased out of there at the end of the school day she took the bus to the Canterlot City Library, where she could cocoon herself in the safe embrace of pages until it was time to go home for dinner.
Books were her friends...authors her mentors and neither ever let her down.

Today was an ordinary Thursday by any standards.
Twilight Sparkle had placed #1 in the State Social Studies exam. Number One in the whole State. For this she received a paper certificate with the Governor's signature. It wasn't his real signature...just a photocopy. Twilight had lots of these.
That afternoon the school held an assembly to honor the Track & Field team...who had placed third in the State Finals. They received a trophy with all of their names inscribed on it, and were feted by all their classmates. Twilight sat in the back and read her Math textbook until she was scolded by a teacher for not showing proper respect for her triumphant schoolmates. A couple of Seniors overheard the rebuke and later on punished her disrespect by pushing Twilight's head in the toilet and flushing it.
A ordinary Thursday.

So it was a relief when the final bell rang and Twilight could jump on the City bus to Canterlot Public Library. Other irate riders grumbled impatiently while she searched for her transit pass in her overstuffed back-pack, but eventually she found it and the bus could get rolling.

During the 20 minute ride Twilight occupied herself with her copy of Euclid's 'Elements'. Not much was known about the great bronze-age mathematician but it was said that Ptolemy once asked Euclid if there was not a shorter road to geometry than through the Elements, and Euclid replied that there was no royal road to geometry. That's what Twilight loved about studying...no matter how popular you were or how much money you had there was no short cut to doing the work.
She was sure Euclid would never have shoved her head in a toilet.

Arriving at the library, Twilight said hello to the Librarian on duty (she knew them all) and found a quiet spot in the back to read.
First she stayed with the topic of maths...she was working on a project exploring the physics of spacecraft re-entry. She read about Sally Ride, the first American woman in space...who had later slipped secret information to Richard Feynman that helped him unravel the cover-up surrounding the Challenger explosion.
Sally Ride was a real hero...a brilliant scientist and brave explorer.
She was sure Sally Ride would never hang her up by her underwear.

Next it was Geography. She read about Roy Chapman Andrews, the paleontologist who discovered dinosaur and early mammal fossils in the Gobi desert, fighting sandstorms & bandits along the way. She imagined herself on his expeditions in the 1920's, living and doing science alongside a real-life adventure hero (although the bit about waking up with a tent full of deadly vipers freaked her out a bit). Splitting time between the Natural History Museum and the wild frontier...Roy Chapman Andrews was a no-nonsense leader.
She was sure Andrews would never make her enter silly academic competitions when she had real work to do.

Next was Environmental Studies, and Twilight read about Rachel Carson. Carson was a talented writer, and could have made a good living doing that but found her calling in raising awareness of the fragile environment at a time when people just didn't worry about things like that. Carson stood up to powerful forces who tried to silence her, making a genuine difference in the world, all while fighting her own cancer.
Twilight was sure Rachel Carson would never have called her an egghead.

Twilight felt safe and comfortable when she read about her heroes. Who needed friends at school? These were her real friends. Literate, hard working, intelligent people who probably felt lonely and isolated in their own lives...so they wrote down what they knew and thought, knowing that someday, somebody would read their words and wouldn't feel so alone themselves. Twilight could have spent all day with these friends...reading in the peaceful quiet of the library.
In fact, she did.

A startled shriek made Twilight drop her book.

It was the librarian.

The bus actually arrived two minutes early. Twilight was banging at the door before it even stopped. This time she had her transit pass ready...but it didn't speed the driver up any. He sat there idling...looking at his watch.

Nervous and impatient, Twi bounced in her seat as the minutes ticked away.
She worried about how mad Mom was going to be...how bad she'd get yelled at.

Finally, at 7:09 Mr. Lester shut the door, released the air brakes and they were underway.
The ride took forever.
There was hardly anybody riding the city bus at this hour but Mr. Lester insisted on waiting a full minute at every stop just in case somebody showed up.
Already it was 7:27pm. Twilight knew she was in deeper and deeper trouble with every passing minute.

At 7:33 her phone chirped. Twilight jumped in shock. Of course, it was another text from Mom. Twi did not dare read it.

>"Can't the bus go any faster?"
Mr. Lester just shook his head.
>"Gotta keep the schedule, Miss Twilight. What ya in such a hurry for anyway, kiddo?"
She didn't feel like sharing details about the trouble she'd be in, so Twilight just sat quietly and let him drive the bus. That left her plenty of time to worry about how mad Mom was gonna be.

At 7:39 the air brakes hissed and the doors opened at Twilight's stop. She was already standing at the door, bolting like a racehorse the instant the gate opened.

Her plaid skirt flying, Twilight ran as fast as she could, dodging slowpoke strangers. She didn't care if anybody saw her underwear, she had more important worries. It was still a 10 minute walk to her house but she wasn't walking.

Even in the chilly autumn air Twi's legs were burning. Her big brother tried to get her to come run with him every time he was home on leave, but the scrawny bookworm always found some excuse not to do it. She regretted it now...her lungs felt like they were going to implode. She also regretted carrying nearly 50 pounds of books everywhere. Most of all she regretted losing track of the time.

At last, at 7:45, Twilight Sparkle arrived at her front door. Panting and sweating, she fumbled for her key but found the door unlocked.

Mom looked ready to rip into her daughter, but to everyone's surprise Twilight's Father beat her to it.

This was an unexpected twist.
Twi's Mother was usually the one with steam coming out of her ears when she was late getting home...but Dad seemed to be laying claim to this one. His wife sat back in her seat and deferred to him, looking very satisfied that he was taking the matter in hand.
>"Upstairs, Twilight, don't make me repeat myself."

Dumbstruck, Twilight just stood there for a moment, until her Father stood up and crossed the room. He did not grab Twilight angrily, but gently took her by the arm and ushered her to the stairs. With her heart pounding Twi went along without any resistance.
When they were halfway up the stairs her Mother asked;
>"Dear, what is your intention?"
Calmly, Dad turned around and answered her in a firm, committed voice;

Cheez... When I was 22 I've spent a little bit too much time at the bar with my friend, vodka with pickles were doing a great job to keep the conversation between us, so when I had to be at home around 20:00 , it ended on 22:30.

Jeez, poor Sci-Twi. This one was more feelsy that sexy to me, but that's not a bad thing. I was a little disappointed in the fact that Twilight and Shiny didn't interact at all after the spanking was over, but the ending was still good and lightened the mood somewhat. It is hard to believe that everyone is so mean to her like that, though, rather than there just being one or two bullies and the rest of her lack of interaction just being due to social awkwardness, but that's a minor complaint.

I can give you prices figures cause I thought about this before.

In my mind, the way I pictured my spanking sessions usually take 1 to 2 mins. that's for each section of the spanking.
Let's say a filly was being dragged to her mom's lap.
she puts her over her knees. pull her tail over the way and Whap whap whap...
the duration in my head usually goes between 15secs to 30 secs depends on the speed of the delivery.
The filly ends up kicking and crying after 30 sec.
then either the spanked begin to wrap up or just drag it longer by changing position or the spanking tool.
so it's safe to say 4 mins total.

Yeah, I seldom go for outright sexiness. Any titillation you get from the story has to come from the self-insert fantasy...imagining yourself in either Twi or her Father's position depending on whether you prefer S or M.

What in a spankee makes you want mercy shown to them in a story? Was what they did so cool/awesome that they should be spared? Was the prank just too good to punish them for?

For me, what makes me show mercy when I write is remorse. If someone is truly contrite and cooperative in one of my stories, they won't be punished near as harshly.

I think I said in a thread here that fluid spanking roles and rules fascinate me. Depending on the social context and amount of fantasy you're willing to put up with, (I know DC prefers realism so this is directed hypothetically to other posters) a same age spanker-spankee is possible and a younger spanker-older spankee story isn't entirely unreasonable. Big Mac and AJ seem close in age so I do think some weirdness and earned/implicit authority comes in, rather than inherent oldest pony wins authority.

More examples, sibling spankings are well documented in fiction and reality, as are neighbor / teacher spankings. But I don't think a sibling of one has the authority to spank their younger sibling's friends or an unaffiliated younger person, yet an adult does have this power. For younger spankers, there is the trope of the younger sibling being the more responsible one. Or an aunt putting a cousin in charge because she knows the house, even though the guest is older.

I realized my main issue with my writing in general. (other than grammar and punctuations)

The way I do it, I have the entire scene in my head and I try type that in words. (Like every normal person would do). but the way I do that I tend to write it down as it happens. therefore I end up with an action scripts rather than a story structure.
I'm writing it down as a script as if I'm directing a scene or a clip.
This explains why I always tend to write ( He does .. then she moves ... meanwhile he did ..etc)

I'm not really sure how to avoid doing that. Even if I am gonna try to avoid this, I would need to put a lot of effort. which eventually would wear me down.
