Not necessarily. Most would assume some weird phenomenon and wait it out. As long as nothing else bad happens, I know a lot of people would just see what comes next.

The governments would most likely enact emergency plans and broadcast survival instructions accross all channels if things did become really bad. Critical infrastructure wouldn't be directly affected short-term - if it continued for a long time civilization would certainly collapse, but over a couple days temperatures would only drop by a bit (not much worse than a random cold spell desu) and nothing major would break - and I don't think mass panic would break out until later.
