Ember's armor is most likely inherited. Armors often were, there's one in my local museum that's a hodgepodge of different styles and ages, with different pieces dating 400 years apart and modifications made to fit them together.

Given how radically different the dragon armors are in the episode, it can't be a fashion thing, and they weren't made by the same school of blacksmithing, if they were, they'd be a lot more similar in design to each other.

I think the only logical assumption we can make is that these dragon armors come from vastly different eras and/or locations across Equestria.

Ember's armor for example looks very reminiscent of modern Equestrian guard armor, both the way the segments overlap and the color.
Her color is slightly off though, so I'm guessing her armor is a slightly more primitive alloy than the Equestrian modern standard. An imitation? Or a suit made by ponies for a dragon 100-200 years ago?

The one furthest to the right looks very similar in design to what bat ponies wear, same school as Ember's and Equestrian Guard armor but putting form ahead of function. Both this and Ember's design are direct evolutions of ancient pegasus armor from the time of the 3 tribes, and this one is much harder to date. At least as old as Ember's, likely older.

The spiny one to the left looks like old unicorn plate, the kind of armor you find in the Everfree Castle, meaning it's potentially 1000 years old or more.

The others ones, I don't know.

This is actually a pleasant analysis between the potential historical interaction between dragons and ponies. A single dragon could potentially age for hundreds or thousands of years. It could easily be assumed that these armours could have been made from centuries down the line ago for ponies, while only one generation would have pass for the dragons. Though Twilight says that they no next to nothing about dragons and what pony books on the species they do have are woefully under informed.

Ember has had some contact with ponies before (I read the transcript and misremembered, I though she didn't. She even makes an excuse to some other dragons claiming she robbed some ponies on the way here).

So it's possible Ember's suit was commissioned by herself specifically as a disguise, but for whatever reason it's not in the exact same alloy as modern guard armor.
Budget constraints? So she had to get a cheap knockoff in a softer alloy?
Trade secret? Only a few blacksmiths in Canterlot knows the exact ratio to make the alloy, and foreign entities can only acquire something vaguely similar?

The issue isn't whether dragons are capable of making armor or not, I'm sure they are, and I'm sure they made some of the armor pieces (likely the big grey pieces, like the one Ember's father wears and the one in the back in >>29278958. Helmet doesn't fit properly, and between the neck-guard and her horns her head is more restricted than it should be. As if it was designed for a dragon with upwards-pointing horns rather than curved.
She has hinged boots but not gauntlets, only a pair of bracers, as if the gauntlet piece didn't fit her hands.
Tail and back protection is suspiciously absent. That COULD be by design, but given how much she's chosen to wear on the front it's odd that she'd skimp out on the sides and rear.

The holes on the Spore Creation's shoulder serves no practical purpose aside from weakening the suit's integrity, suggesting it was designed for someone with spines.

Oh, and armors would obviously be passed down within a family, and despite how varied dragons are they're very similar to their parents. Ember shares many similarities with her father in wing and head structure, among other, while the ponies in Rarity's shitty costume easily passed for Crackle's cousin by accident.
