Better question would be why the title of Princess is the one used for a ruler.
The amount of princesses doesn't really matter as they are supposed to be wed off to neighbouring kingdoms as a way to seal treaties, to strengthen bonds between nations by having one's bloodline into the other or to high reputation nobles and lords for that exact same reason, so having a surplus of princesses isn't bad.
Sure, a woman can rule a kingdom, but then she becomes a queen.
The problem here is that Disney and the like have poisoned peoples preconceptions, so a Princess is always good and a Queen is always evil, so every thing geared towards a young audience, specially girls, will have this shit going on - and you can see that in season 2 with Queen Chrysalis being the evil one while the princesses are all good.
It becomes a clusterfuck of who's authority is it anyway, like how you can see in MLP with the two rulers being princesses on top of having even more princesses around that either rule their own kingdom/territory or have lesser authority befitting the title.
