Well, from what I've seen and read in the show and lore, when Celestia and Luna first were using the elements, they were both quite young, and weren't completely sure of their power and effects by how they talk about them.

When Nightmare Moon was entrapped, somewhere along the line Celestia realized that not only she, but other villains would return, but given that the Elements would not work anymore in her possession (by banishing the co-user) she needed to find heirs to wield them.

Also through her friendship with Star Swirl, my biggest theory is that he showed her what to expect and look for to solve her eventual problems.

Why do you think she told the settlers to establish Ponyville, the future epicenter of the next world changing events, next to the cursed forest that surrounded her old castle? Why was she so insistent that Twilight become her protege as soon as she saw the giant burst of magic? Why else did she immediately instruct Twilight to go to ponyville and explicitly to "make some friends" when Twilight began to panic about the prophecy of Nightmare Moon's return?

Celestia has, or has had the power of futuresight through her mentor, Star Swirl, and sees things from the largest perspective. That's why perhaps she remains cryptic and unattached to every situation now despite having a very hands on rulership for the past millenium, because her visions showed that should she intervene or even tell Twilight what will happen, the Mane 6 would either fail to learn what they need to, or fail to defeat their problem overall. This could explain why she failed to defeat Chrysalis, did nothing against Discord, etc., because she literally cannot do anything more than step out of the way and let the problem fix itself; cursed to pretend to be silent and weak so they can be strong.

It could also be why she's playing US-Style Regime switches with the other nations. Dragons, Griffons, Yaks... She needs them for something. The question is: What?
