Even the shittiest of dragons follow the "code". Torch seems extremely loyal to it.
So it's just a gamble of would Torch let his own emotions get the better of him or will he heed to the new dragon lord's demands.

I mean yeah but even if only kids and dragons responded to the call that still leaves only one adult dragon passing off his throne because of the rules set. He didn't seem like the type to go against his own word even if his power was fake. But yeah that doesn't mean he'd just sit there and let his daughter become a slave to some punk either.
