Each pony has their own best qualities, and personality. Each pony is best at something implied by their cutiemark, so while one pony is best at one thing, another is theoretically best in another. While others may thing that Fluttershy's quirks are the best, other find Rarities quirks the best.

There are many ways to be best, but most importantly is each pony is best to someone, and so long as just one person thinks a pony is best, that pony will be best pony.

I would say Luna, her mood is often expressive: she can be light hearted as well as brooding without it feeling out of place. Overall, I'd say Luna is a great pony from which you can fill in romantic, tragedy, drama and comedy without much difficulty. Also, her powers are consistant and don't do constant powering up when a challenge arise. Her flaws are clear and some episodes dwelled on that without hammering every other character around down.

I really enjoy how she often initiates character developement both on herself or other ponies such as Scootaloo and Applebloom for example.

Partially true, however, she wasn't 100% herself to begin with, magical corruption, the Thanabus was in play. I don't think in her normal state, she would have wanted to hurt her subject at all.

Unfortunate, I was hoping we could discuss things further about some wasted opportunity from the writers in the show for story telling. For example, the loophole you mentioned in the reinstate of her authority, we could have reached some consensus on that. Personally I would have loved an episode focused on Luna gaining the trust of Celestia back on a personal level.
