I think they have budding romance. Discord is very protective of her, and I think that's the result of his betrayal of her in Season 4. Her response to his "sorry" with the simple statement "I know" is a clear sign of her total heartbreak. She didn't even technically say she forgave him.

Ever since, he's tried to make up for it. I mean, just look at how hard he squeezes her in that hug. Hng. And she's comfortable with him enough to challenge him in conversation, confront him at the Gala, and be sarcastically humorous with him. If we translate this scene into more familiar scenery using humans instead ponies, we would have pic related that would no doubt imply a romantic attraction.

I know there are some people who blow away this interaction out of proportions in order to harass flutterfags. But we can't resolve to shitposting and memes when approaching this topic.
I think that both shippers and anti-fluttershy waifufags should cease their hostility and spamming while anti-shippers and flutterfags should accept that this scene suppose to be interpereted in a romantic way and that it's currently developed main pairing of the show. I have been searching on Reddit, Round Stable, MLPForum and Equestria Daily and no one could ever explain why they would think that the last scene in S6 wasn't a romantic gesture. The scene wanted to ship tease that pair in the same way as this cover was intentionally shipping MarbleMac. Trying to defend the S6 finale scene is like trying defend this cover that is "just two shy ponies walking with no implication of romance whatsoever". It's kind of hard to accept the stance of the shipping sceptics.
If the topic isn't "why fluttercord is canon" but "this scene is an intentional shipping moment" then why is so hard for anti-shippers to accept such an obvious message? I can't prove that either MarbleMac or FlutterCord is canon. Heck, next season might as well have them ship TrixieCord and CheerieMac, but i think it is unquestionable why this fluttercord scene and marblemac cover should be interpreted as romantic hints.

I think that the biggest reveal is thatce 5 seconds scene. It tell us more about their chemistry than entire episode of KCaFo, Twilight's Kingdom, Make new Friends but Keep Discord or any of their comics. While all of them were building Discord to have a Spike-like crush on her, this scene was more like Rarity blushing in arms of an adult Spike. It convey the ship from a meme/gag to a both sided possible plot element in the future. It create a question "If Fluttershy isn't just platonically interested in Discord, then is it possible for them to develop?" which in this trolling community completely transform into "They are canon and Xfags are cucked 100%"

It's a pasta. We ignore the facts that if we take the S6 scene seriously, we could form a theory on how their relationship will look like in S7. We could predict the episodes and conclusion of their plotline based on material we are given. Like there's a big likelyhood that if Discord is considered a romantic interes of her, they we probably going to have him share episode with her parents and her brother, which mean that we can predict that her family will appear in S7.

Fluttershy is always defending Discord(KCaFO,S4 premiere, Threes a Crowd. Twilight Kingdom.
