Maybe. I don't believe she's an orphan for a second. That's just dumb headcanon to make her more interesting, which she really doesn't need, because she's already enjoyable as she is, as someone whose worst problem is wondering if she'll ever fly. Maybe it's that the staff doesn't care enough about her to introduce new characters for her sake, and they can't figure out a good time to do so. Like, it would have been weird and ruined the emotional impact of that cutie mark scene if two characters we've never seen to her suddenly ran up saying "we're so proud!". Couldn't compare to what RD said to her.
