He's like a really shitty Genie from Aladdin, except without any of the actual humor or good character interaction. He just ruins the mood of any scene he's in. Watch the song "Glass of Water" (plus the Ferris Buehler reference outside of it) watch pretty much any scene in "Make New Friends But Keep Discord" (Metal Gear, The Shining, The Blob, Rodney Dangerfield) plus that nonsensical portal scene.

The rest of the episodes have fewer pop culture references (save for D&D's unfunny basketball intro, etc) but the point stands that Discord isn't funny and they rely on his character to do these sorts of things far too often. His arc was a villain discovering the magic of friendship. Neat idea for the show because he was the first villain to reform (2nd if you count Trixie at the end of Magic Duel). Not his fault the show ended up repeating the same idea over and over again.

People just say "pop ref" like it's a legit criticism without going into more detail. I blame the MacFarlane shows for that. The shows themselves are overexposed to the public and combined with their overuse of pop culture references for gags when they don't really fit has lead many people fatigued by pop culture.

...You all DO realize that, even though the writing of this incarnation of MLP is designed to be enjoyed by all genders and ages, it is STILL a glorified toy commercial. The more characters they can make relevant, the more character toys they can sell. That's most likely the main reason literally no one in the show above "mindless animal" status has actually died on screen yet, if not the only reason; hell, even the absolutely irredeemable TIREK was just locked back up.
