Here's a third option, if I may.

We can go a slightly higher budget and use ToonBoom/Harmony's in-built 2D CGI animation.
The models are 3D, but the textures and the way it's drawn will make it look 2D and full of detail and lightning.

Disney's Lion Guard show uses this technique and it looks great for a relatively low budget.
