Once your IP changes, the odds of it going back to that same one are so small it just won't. Now, you may end up with yet another banned IP, but you just repeat this process until you're given an unbanned IP.

Give your router at least 1 minute of being powered off to make sure it releases. You can also open your command prompt as administrator and type "ipconfig /release", wait 1-2 minutes, then type "ipconfig /renew". This is basically the same effect. You're renewing your IP address by requesting a new one. If you don't wait long enough it'll just give you your current one.

If you want to test this without releasing your cookies, use a different browser, unless you use Chrome, then you can just go to 4chan incognito and you won't have any cookies. If you can post from incognito, delete your cookies and you'll be able to post on your normal browser.

So chances are that if your IP up and changed on you that you have what is known as a dynamic IP.

This only works if your computer is connected directly to the modem If there's a router in between then it will only change your local IP, the router's public IP address won't change. (And if your ISP gave you a "modem" with more than one ethernet port, or with wi-fi, then actually it has a router built-in, so same as the modem + router case)

I did the uni vpn thing and my comp now has a good IP, so at least it worked. I'll try the other tactic as well.

The terms and conditions of my uni's vpn don't make any prohibitions against anything I would do, including far worse things than that. So I would just cite that. I am not a child. My uni is also too enormous for them to monitor this stuff.
