My theory is that the world is entering another age of "high magic", and Celestia needs to stay on top of it. For herself and for her ponies. It's far too risky to play it passively, and she's just one pony at the end of the day, so she needs feelers and dealers.

It's as if magic has an ebb and flow to it, in the last thousand years very little of interest happened. Go back more, and we have kingdoms rising and falling left and right, Luna being banished, Discord's rise and fall, etc.
Now we're entering that "interesting" bit of Equestrian history again, first was NMM's return, then Discord broke out of his PERMANENT prison. Tirek broke out of Tartarus itself. The crystal empire returned. The Elements of Harmony were lost. The crystal heart was broken and mended. All in the span of a few years.
For the duration of the last 1000 years, there was one alicorn total, just Celestia. Now there's five.

I guess she's trying to craft new alliances and forge what will one day become ancient relics. Just trying to weather the coming storm, so the coming 1000 years will be as peaceful as the last, and not ruled by the likes of Discord or Sombra.
