Well they never played off Pinkie's insecurities when Pinkie screwed with Flutters in Filli Vanilli. It's not like RD was targeting and harassing one pony the whole episode. The whole down got pranked once or twice basically.

The way they got around this is sending the worst pony to tell her to stop. Someone who doesn't mind the pranks. So we get a half-assed request by Pinkie to stop, which obviously isn't straightforward enough to sway RD to stop. All so they could do the zombie prank.

It would've made sense if this happened in season one and in Griffon Brush off RD squirted Fluttershy despite Pinkie telling her not too. Back then RD was more immature and less prone to considering the feelings of others.

It's a good concept, but there's no means to execute it because:
1.) You have RD being told seriously to stop. If she continued, she'd look like a total bitch.
2.) They skip asking her to stop in which case THEY'RE in the wrong.

The only way option 1 works is in S1 where she was immature. But this is season 6 and she knows better. So they went with option 3. Have Ponk suggest with no significant emphasis on why to stop
