I can't believe I spent this much time trying to think of a good answer.

Either way, if I had to say anything, then I guess it'd be because of how bland she is. That's admittedly one of the few things I noticed the most about her when she made her first appearance. And that still kind of carried on to Hearthbreakers.
I guess a plus is that lack of personality, too. For fan content, at least. After all, you'd just have to stick to "she's extremely shy." We don't know if she's a nervous trainwreck or a lover of animals like Flutters. It wouldn't necessarily be OOC of her to be a bitch who pretends to act all cute and shy, the sweetest thing alive, or even a hardcore goth.
I still love her nonetheless, though.

She's bound to have other traits if she's ever expanded upon, but she's still not a Fluttershy clone as you claim. She also shares the shy trait with Coco, but she's not a Coco clone either.
