That doesn't at all mean she's racist and hates black people.
I say it myself quite often as a swear and the word nigger by itself a lot (Thanks 4scan). I still like black people. They're awesome. I also say chink, spic, etc. other foul shit for no reason.
She's probably just a potty mouth, like me, and says more extreme stuff, without really meaning it.
When I, or anybody gets upset, they want to say things that would "hurt the most." So, in this case, she probs thought the black guy shouldn't have taken a free cig, so she called him specifically a nigger for that one moment.
Or she really could have been joking, and you didn't realize.
Look for consisency in how she really views black people, before viewing her as racist. She could be, but likely isn't. Only personal interaction will tell.
