95% of the fanbase has never read more than 10 fanfics.
Now why I know why most teenager autists can't write is because you need some life experience in order to characterize 10 different personalities correctly, to write charming lovable characters, to write quality dialogue and good jokes, to develop the plot beyond its summary.

Most fanfic writers never read more than 20 books and shitty ones at that.
Most fanfic writers are introverted and characterize everyone in their book as a geeky teenager using a mix of academic and redneck slang and with the same behaviour as theirs INTJ type with shitty passive aggressive dialogue and other baggage.
Their prose is also very garbage.

I will asume that by that you mean an episode of MLP

First of all, when it comes to writing a script, you describe things differently and with a different aim, you are writing a manual for the voice actors and animators to follow, not just a story for them to read. Your descriptions aren't literal or on point like what a fic would require, but rather something that would convey to the reader exactly what they should reference or copy. An example from Larson himself: "I can say, "Pinkie helps Rarity away like James Brown," and the chances are the DHX team will know exactly the visual reference I'm shooting for, without me having to waste a bunch of script space writing every detail of Rarity's state of mind and demeanor.".
Second, you are limited to a timeframe, so you have to format your story to fit in it which is something that fan writers aren't commonly used to since they get the liberty to decide how long their stories are going to be, and the themes of your work have to target little girls, thus you have to keep most of it lighthearted and entertaining for them. Not many fans could properly follow these instructions and doing so comes from practice in the medium.
Thirdly, writing in general requires not only years in the field itself, but just like >>27140506 said, life experience. A teenager or adult -age is irrelevant- could have never in its life visited a farm or a small town, and they may have no idea how to properly portray one if their only knowledge of such a place is a picture or a passage in a book.
Finally, the vast majority of fans can't compare to a professional writer because they are just people writing for fun, so don't expect them to have a decent set of skills.

Not saying that there aren't fans that could accomplish it, but not everyone can.
Take into consideration that there are thousands of fans, of which only a percentage provide any sort of fan content, of which there is very little that can hold a candle to the quality of the show.
You should also consider that the MLP staff have songwriters, animators and VAs that provide everything that is necessary for the script to turn into something truly entertaining.

Is writing a script for a show for little girls something impossible?
No.

Can everybody do it efficiently?
No.

Can the majority of fans?
No.

Can some of them?
Probably.

You may understand them, but that doesn't mean you are capable of properly portraying them.
Writing in general isn't hard for everyone, yet you need to be creative to make a story.
Also, remember that you have to compare a fan script with a professional one. It might not be hard to make, but that doesn't mean that it will hold to the quality that the staff are used to and thus they might find it lacking.
Keep in mind that we are discussing fans in general and the vast majority of the fandom can't write proper scripts. Even from this board, only a very small percentage can write decently to begin with, imagine trying to compare that to the standards and experience of professional writers.

I usually don't like grimdark stuff, it mostly feels cringey for the universe, same with a lot of other mature material like clop fics.

It is easy for me to gravitate to wanting to make canon material since I don't feel the need to fill the blanks or feel like the characters start acting lewd when we aren't watching them.

I prefer writing slice of life or writing adventure stories, but I tend to prefer writing more adorable, sillier stuff as I feel things like Chrysalis and Tirek should be rare in Equestria, and in general Equestria should be a very friendly world.

Spike becomes a superhero at night, but he overworks himself because he doesn't want to let Twilight down as her assistant.

Meet the Parents (couldn't think of a better title)
Twilight and Spike try to deal with the changes their parents want to make to their lives when they come to visit.

Gorge Yourself
When Maud Pie offers an alternative explanation to the creation of Ghastly Gorge, Twilight Sparkle seems determined to prove her wrong.

Kung Flurry
Sunburst is trying to train Flurry Heart in the ways of magic, but Flurry Heart is mesmerized by an old martial arts film and wants to do that instead.

Princessa Luna comes to Ponyville at the week before the end of October to personally help the ponies finish up harvesting all the crops and make the preparations for winter.
Spooky stuff starts happening as the night draws near, all the crops are disappearing and then the fillies too.
Luna sets traps and forcefully tries to grab the thieves, but they escape every time. She tries playing detective trying to understand what's going on.
She turns into her blue misty magic and follows one of the thieves.
Apparently the fillies were the thieves, they made a little villsge in the woods their secret club house in the trees and made it a prank.
Luna gets on her soapbox and tells them to return all the food back to ponyville unless they want their club house destroyed.
They do as instructed.
Nobody finds out it was them except Luna. She comes and visits their little playground paradise and has some fun with them.
