If my understanding of the story is correct, Sunset ran away when Twilight was a filly or something. She'd have been in the human world a lot longer than 4 years. If I'm wrong and it was some point closer to the show, then it'd still be, what? 5 years? 6 maybe?

Actually that raises a whole new question. Does her body even age? If she was really there since Twilight was a filly, that's upwards of decades and she still looks like a teenager. If it was only the few years, she still hasn't aged a day from those 4 pictures up on the wall in EqG 1. Hell, the Dazzlings were there for thousands of years. I know they had access to some flavor of magic, but doesn't the fact they're stuck as teenage girls strike anyone else as odd?

In ~~my headcanon~~, Sunset is an early bloomer who ran away when she was 12-13 and lies about her age to her landlord. The EqG3 commentary said she has a job, so it's not too much of a stretch to think she has a shitty apartment too.
