Except it isn't. The whole point of hanging as an execution is to snap their neck quickly and cleanly, public viewing or not. Granted it didn't always turn out like that either due to sabotage or faulty planning but when hanging fell out of use ~50 years ago we had it down to a science. Quick and clean.

When it went wrong the prisoner could be left unharmed, suffer a prolonged death or just go through immediate decapitation from the force of the drop.
