I don't think it was that simple. You have to remember that Twilight said that they were evenly matched. It isn't just about power, but also skill and though Twilight has knowledge, she isn't the best fighter.

After the first cast of the spell, Starlight didn't have to cast the spell at all to go back in time. She got to rest between bounts, while Twilight was continually draining her magic just to keep popping back and then had to also deal with the shit in the fucked up timeline and she still was able to keep up with Shimmer.

If Twilight was a better fighter, or had a fighter mentality, then Shimmer wouldn't have survived after Twilight started getting mad, but Twilight wasn't looking to kill her, just stop her.

Headcanon, nothing in the show implies that she's stronger now that she's an alicorn, more over, the show has implied that Twilight's increases has come simply from what little training she has done, as she went from being able to barely teleport, to doing multiple ones in a short time span.
