Actually Twilight did a lot and offered some classic conflict solutions (a lot of these you would see in plenty of fictions dealing with conflicts), however that wasn't enough. Twilight didnt command them to stop fighting, she asked nicely and they relented to see whether or not the outsider's methods would have worked.

It didn't, and only escalated the feud when Twilight brought up the trojan horse cake over.

Her diplomatic "strategies" were sound in theory, but she of all ponies should know that theoretically sound ideas don't always work in application. She never even asked Fluttershy during this what her thoughts on the matter was. Twilight preferred her textbook methods over brainstorming with her partner till she was all out of options at the heat of a conflict that she worsened.
