No battles, no sports-tournaments, so wars.
Just a bunch of people living in a world with mechs. Maintaining, drooling over the latest models, etc

Anime doesn't lend well to grimdark stories because of the colors they use. It could work but the colors they use can ruin the mood.
That said, its probably due to the japanese and their shinto as well. The belief that everything has a god or spirit in it helps to ease people into the thought of their everyday appliances having AIs.

It does have battles--there's one plot arc with the Griffon that has some awesome fight scenes, IMO--but for the most part the action consists of, say, disabling mecha driven by drunk guys or dealing with haywire mechs or stuff like that. It's the sort of thing you'd expect cops to do, though, so it's not like Patlabor is a military drama or space opera or anything.

As someone that served in a military base located in the outskirts of the city served by one shady mcdonalds, where there is a constant war over contraband, paranoia over spooky "legends" and just people losing their sanity over the isolation and mundane work, I can tell you that Patlabor is the most realistic military drama ever.
