The easy mode IMO would be to just make a bunch of individual board-themed transforming robots with very generic transformation modes, allowing for as many combinations of boards as one wants. Kind of like a Getter Robo type army.
e.g. /an/, /sci/, and /hm/ are all completely unrelated and all have individual robots which can transform into components which can regardless form a combiner. The main thing IMO would be deciding on if board order alters the robot or if each board can only form a specific part, though I think the former option is stronger than the latter and is far more versatile.
