If you're on earth and you want to get into space, not only do you have to overcome gravity but you have to endure tremendous g-forces to reach escape velocity.
BUT for the people who are in the colonies, all they have to do is walk to an airlock. So once you endure that one harsh challenge, you never have to worry about it again. But people are afraid to take that difficult first step even when they know that it will result in a net gain. They put up with circumstances that limit them rather than face adversity to remove that limitation.

Rather than spread out into space and begin the next phase of man's history, they just sit on the earth because accomplishing things is HARD.
