I think they will focus on serving the "uninitiated" to the Rider mantle (Graphite, Nico) and those who haven't gotten a boost they could have very well gotten if the show had enough time or budget (Snipe, Poppy). I think these pairings in particular work with each other really well. To demonstrate:

Graphite/Poppy:
>Kamen Rider Chronicle is over.
>The Bugvisor used by Graphite and taken by that CEO of the Playstation VR thing is retrieved. Meanwhile Poppy continues to live a busy nurse's life as Asuna.
>Graphite is revived via the device and comes into contact with Poppy.
>Graphite thinks he should continue just playing a villain, thinking that is all he can do. Poppy disagrees
>Ultimately they both learn life doesn't have to be lived on a single track, thus leading Graphite to play as a hero character through the mantle of Kamen Rider and Poppy gets time to shine as Poppy.
>They both are rewarded with a Rider form and a music based Power-up respectively

I think a V-Cinema with Snipe and Nico would provide very similar, relatable chemistry as provide an opportunity to give Snipe his due power-up and Nico her due title of a skilled Gamer Rider. Perhaps their story about them both suffering a loss of direction now that Kamen Rider Chronicle is over. Of course, their story end with Snipe reaching a power matching Level 100 and a Rider form, respectively.

Also, I'd like to see Kiriya and Dan get something, but Toei has yet to produce over three V-Cinemas a season. They considered it during Gaim, but they never followed up. Perhaps with Doctor Mighty XX, whose conception and relevant character growth occurred within the show, Kiriya and Dan can cameo in one or both V-Cinemas as the Gashat's proper joint operators. Maybe they will serve as a Statler and Waldorf-type odd couple as trolling comedic relief (though most of their griefing may be toward each other).

Blame Toei's writers or meddling execs. Seems like Graphite is already being set up for a revival and Rider form to sell toys of. He's the next Heart, but more rushed.

Expect one of the Smash generals in Build to become a Rider after the show is over. If they haven't already, that is.

Emu is the only Patient Zero outside Kuroto's own, villainous father. He's the best person who can handle tougher strains of the Bugster virus. Consider that Chronicle needed a Patient Zero to use it to its fullest. With that, it could be assumed that Muteki (labelled as a power similar to Chronicle in magazine scans and outright outmatches it in the show) must also require somebody with as high or even higher tolerance of the virus to use it. Don't know the origins of Fuuma or VRX, but Kuroto must simply see Emu as the safest bet if both Fuuma and VRX don't actually require high tolerance users.
