I mean, realistically, this is the closest thing you'd get to a plamo Rider. There's no way it'd be literally a model kit since that'd be too complex for small kids.

I guess it could be split into more parts in the show itself (Toywise, each form is actually composed by one base and 4 smaller parts, rather than just two halves), but that's the only thing another show could really explore further.

They aren't focused on the current Riders though. Heck, the last Rider related model kits were Showa bikes. It's not a young audience buying them.

Even with Gundam, which has the strongest model kit line, the lack of children market is why Bandai attempted to push that SD Gundam 3 kingdoms tv series and afterwards Gundam AGE.

It looks great in lighting that really lets the neon colors pop. It doesn't have any extraneous kibble aside from the backpack and even then it flows pretty well with the rest of the suit. The face, despite the unmoving anime eyes, is incredibly expressive and full of character. It's a solid suit design, it just stands out a lot next to the rest of the lead Riders.

Ichimonji and (nonRider) original Tachibana seem like the next best things. Together, these three are the biggest civilians in the original show.

Outside of that, there are a couple of things that may get in the way of other civillian characters from being made, ranging from popularity to the actor's willingness to license out their likeness.

For example, Kotaro Minami is the most obvious choice for a character outside the original 1971 show. However, I find it difficult to say whether or no his actor, Tetsuo Kurata, would go for it. Sure, he appears in anniversary content from time to time, but there are times where it seems like the guy just wants to enjoy his life running his steak house and that's it. At least he's more possible to get on board than Odagiri, Yuusuke Godai's actor. Godai is also a big contender for sellable civillian characters, but there is no way in hell Odagiri will allow it.

My personal desire is Makoto Hikawa. He's one of my favorite Riders. I don't think he needs a fully civillian form. I feel giving an SHFSS G3 a Makoto Hikawa head for when he takes his helmet off will make that G3 the ultimate G3 figure. However, I'm not sure where his actor, Jun Kaname, stands on his legacy as a Kamen Rider. He did lend out his likeness for the RAH of G3-X and he seemed chipper from the few clips I saw of his round table interview with the actors of Ryo and Shouichi featured in the Agito Blu-ray. I haven't followed him close enough (if that's even possible) to know his stance for sure.
