Does /m/ have a handy chart for the various Cyborg 009 shows, movies, and OAVs? I know there's a boatload of them, but outside of what's on Netflix most of it doesn't seem to be available.

Everything on Netflix is a sequel/midquel which requires previous experience and background info, so don't watch it first. As for everything else, your best bet is the 2001 series.
Some stuff was fansubbed, but many of those are either torrents that have since run dry or fileshares that've been nuked. Crabsticks DVDs from eBay may be the best bet for them now.

Check out what's translated of the manga and the 2000s anime. Bemoan the lack of translation of the rest. The only thing I'm relatively sure you should avoid is the 60s black and white anime where they turned 007 into a kid voiced by Michiko Soga.
Why is Netlfix interested in 009 of all things. Is the license for it real cheap?

There was attempts to make 009 popular in America for a long time. Even film producer Micheal Uslan is a huge fan and bought the rights to it over a decade ago.
