My first Kamen Rider was Kabuto while it was airing when I was 14. I speculated that Tendou was a Worm with his own evil agenda. Nothing came from it, and all the "hints" were him being a Gary Stu. Ironically, Decade did that same twist.
So probably ever since I watched Kamen Rider. Tendo was that much of a jerk.

"Justice" is really a much higher concept that could potentially imply that humans should remove themselves. Kamen Riders are damaged warriors who strive to help those weaker than them. An angel might want to uphold justice; a Kamen Rider simply wants to help human people. It's a human-only context.
But "justice" sounds fun and flashy to bellow in a fight.
