Because the company that would become Buch Concern (those scavengers) does not have it. Also, a fact a lot of people miss is that Anaheim isn't just one big company where everyone knows everybody and there is a top-down control. They have multiple different in-house subsidiaries that are semi-independent and a lot of data is compartmentalized. But here we have the EFF vs Buch Junk, so neither of them actually have it and the EFF is trying to further suppress it.

When is this ever explained? I love the idea of it and I have a huge boner for the Rafflesia but I don't remember any of this being mention in the movie.

The first is probably in some side-materials like Mobile Suit Illustrated or something like that. But the second is from Twilight Axis, the novel itself. I don't think it specifically mentions Rafflesia, but Buch Concern is indeed after the Sazabi for its psycommu or psycoframe. You can extrapolate from there that it helped make the Rafflesia since it is the only Crossbone Vangaurd MS or MA that uses a psycommu.
