Yea its the fact that she has good ATK, stun on her nuke and a strong 4 target attack as well.

Ignite Chris is up there because she has both a 4 and a 5 target attack, with the 4 also having a chance to stun.

Ignite Shirabe ranks high because her 2nd has a good stun chance on 3 targets and her awakening puts her at like 38% crit chance.

Ignite Bikki is Ignite Chris with slightly more damage but less targets and no stun on her first ability.

That's my opinion anyway.
