Sei went on to win a bunch of tourneys on his own. He gradually got better at fighting over the course of the show as he became more comfortable with having his models damaged instead of worrying so much about it that he couldn't fight nearly as well as he was really able. Reiji was probably still better, but the last fight of the show was Sei against Meijin and Sei was able to keep up.

To get to the world championship you just need to win regionals actually, and its all part of the same tournament. Sei was literally bottom 10 in all of Japan at the start and Reiji was essentially a nobody and they were still allowed to enter.
