There was a character designer, technical designer and cg designer that create this. Then a handful of keyframers draw the same thing over and over for a month, and 3 or 4 inbetweeners had an afternoon to try their best. All through out the director and producer kept insisting this would sell.

But yeah this Is about as bad as it can get. It's up to debate if this can even be considered anime. If you haven't seen this, give it a go and you'll see what I mean. I can pretty much guarantee this is the worst mecha related official production you'll ever see.
