Turn X was a mass-produced unit. Turn A was not mass-produced per se, those other Turn units work like the G-Bits from AWGX and are controlled by the one actual Turn A.
The Turn X, however, could not have been built by Judau's colony because according to Turn A's writer/director it contained "Perfected DG Cells" meaning whoever built the Turn X didn't leave the earth sphere until after G Gundam.

They only found one Turn X and restored it, but the data in its computer indicated that it was an MP model. That's the whole reason they got scared and had to replicate it: someone out there somewhere has an army of mobile suits designed for interplanetary/interstellar warfare.
In a sense, you *could* say that we did build "Turn X type suits" but we called them "Turn A" and "Turn A Bits". You are correct, though, that no exact copies of the Turn X were made.

That's the thing, is there any source? None of this is mentioned in the original dump of text that told us of how the Turn A and X were superpowered machines to begin with.

From what I've always heard, it's in one of the two novels that no one on /m/ has ever read. The one that's based on Tomino's notes, not the other one with all the weird shit. It may be mentioned in "History Of Turn A" which included a lot of those notes, but I don't feel like digging for the pastebin with the (partial) translation of Tomino's notes.
Honestly it was probably the SRWfags who brought the info to /m/.
I've never heard anyone refer to the Turn X as a scout unit, though. Just a single mass-produced MS that was found drifting just inside Pluto's orbit with no explanation for why it was there.
