I'd hand-wave the in-universe explanation as mynovsky particle interference necessitated the need to make a larger, more robust, farseeing camera and sensor system that couldn't fit anywhere else.
Though by the time of Zeta Gundam, the tech has advanced enough so that mobile suits now also have cameras all over the bodies to give that full panoramic view in the cockpit in addition to the main camera and sensor setup.

the heads do hold the main cameras, and allow earlier models of MS to look around without requiring more cameras.
A design started in the rx2 was to house heavy vulcans and ammunition in the head, allowing the ms to save its main guns for heavier targets. most future MS would have this feature. especially ones made by the greed bastards at Anaheim.
