He was a tool who let himself be used by everyone. In S1 he was McGillis's tool playing to his tune the whole time and in S2 he was Rustal's tool. And during the first half of S2 when nobody was overtly using him you know what he did with the agency to act on his own? Nothing, he sat around a hangar staring at his gundam for over a dozen episodes until McGillis making a move forced him to act and he ran to Rustal and said he'd let him use him.
