I think it's probably a disconnect between the designer and the higher ups. It's obviously more Ramen Rider than anything else, and the parallels with Genji (cyborg who lost humanity) are pretty obvious. Yet for some reason, it's called sentai.

I see it as an indication there might be more similarly styled skins for other characters to make a proper Sentai team instead of just the one. Otherwise it's just because Power Rangers is more known to a Western audience so they derived the name from that instead despite it being obviously Rider inspired, yeah.
