Was Quattro being Char supposed to be a surprise reveal when Zeta came out?
I don't think so, considering they all but outright say it in the very first episode.

He outright calls Lalah by name in the first episode. He wears the sunglasses, he pilots a red mobile suit, he's voiced by fucking Shuichi Ikeda. I am willing to bet the promo materials before the show came out, if they mentioned Quattro at all, would be blaring at the reader CHAR'S BACK GUYS!
When you watch Zeta you aren't meant to be surprised that Quattro's Char. Most of the main cast work it out two episodes or so after meeting him. You're meant to be asking "Why the hell is Char calling himself Quattro Bagina, and for what purpose?"
The initial idea that as a viewer you'd be following a group that included Char as an active member might have been intended as a way to shake up viewer expectations, but certainly it was never meant to be any more surprising than that. No attempt at obfuscation was made.
In universe It was just a mechanism to keep himself active outside of a military prison and within context give the viewers a way to understand the character from a different perspective. We already understood him as a direct antagonist, and so did other characters within the story. Under the pretense (however flimsy) of someone who had abandoned his former identity we, and the characters in the show, got a better view into who Char is. That's why we go along with it. Hell, that's why everyone around him went along with it even though they knew exactly who he was and what role he had in the conflict preceding Zeta. Nobody was meant to be fooled.

It's not until Kai reveals it that people know. Char's story is legendary but his face is hidden. Other than the Axis pilots (his wing men) who are now in the AEUG no one has any reason to suspect he's Char. And those guys don't blow his cover as it would blow their own as being Zeon OYW aces which could breed problems.

lol You should really rewatch Zeta, but apparently Tomino's writing is right over your head. Everyone basically knew he was Char, but had no way to prove it. They kept talking in roundabout ways to him about Char, implying that they knew and seeing if he would open up.
